You need to have the quest “The Declaration” which is obtained by completing the quest “Big Trouble in Big Town”. Finally, you will need a Sacrifice Fuse which can be bought from Tinker Joe at the Robot Repair Center in Little Lamplight for 500 Bottle Caps.
